The only difference is the manpower issue, Orwell had no sense of a computer system that could monitor everyone, always. In 1984, the population was never sure if the Thought Police were watching, the main character believed he could slip through the cracks unobserved.

Computers never sleep, never get tired, and never stop. Its worse than Orwell imagined.
