Why is it my local Grade 4 class is working on counting? Way to go Nova Scotia... good jobs and growing the economy.

My wife was talking to my neighbor about her kid's (Grade 4) homework, and they are working on adding picture groups.

Interestingly, I checked the curriculum and they should be working on multiplication, division, fractional notation, and word problems; not being taught how to count.

This appears to be a problem with an individual teacher.

I'm just annoyed because I was supposed to be her math tutor this year, but her parents see good grades and no need to push her harder.
