He owned some illegal magazines, but had done nothing. The cops just keep talking about all of the things he could have done.

So, there's been no info so far to show that the guy was licensed to sell those weapons, and it is highly unlikely that he would have been or else the police would already have known about this activity and would have full records on whom he was selling to.
Of course on the other hand the kind of violent criminals that most of the general public fear are not likely to be the ones who would use high-powered rifles. These are the kinds of weapons the police fear.
