Petition the government for change.
I've seen a meme where there is a sign on a freezer that reads something like: "To whoever is pooping in the freezer, please stop."
You'd think that a person would know better than to poop in a freezer, but apparently not. Petitioning that person to please stop, as if the idea had not occurred to him, as if the note would suddenly turn on the Aha! light bulb in his head and he would suddenly think, "Wow, I really shouldn't poop in the freezer! This is a reasonable and eminently do-able suggestion! I didn't realize that I was doing anything unpleasant, but now that it is pointed out to me, I see that I was in the wrong and I will, from this day forward, behave myself."
If you poop in a freezer, you are a rotten bastard. Just like the folks anyone plans to petition to right the wrongs within the purview for which they are responsible.
The rotten bastards know damn well what they're doing. No one needs to point it out to them. Treating them like misguided, yet rational, well-meaning people is not the right mindset to have.
Given half a chance, they will poop in your fridge, put you in a choke-hold, and taser you. And with big grins on their faces.
That's who you're dealing with.
