He is actually proposing that security services no longer need any reason to accost you. They can do it for any reason at all.

By definition, he is giving security services permission to act illegally.

I'm mostly shocked that he felt comfortable openly stating it. His words are completely consistent with existing actions, but there has always been an understanding that it is impermissible and therefore you aren't to be seen doing it. To be allowed to do it openly ????
