By making the "benefits" optional you could reduce the pay necessary to government employees by a significant chunk.
An employee with costs of $20K/year needs to be paid $40K. You could change that to $30K by handling the benefits better. (My numbers are completely made up)
Regardless of where its going, its a big chunk that I do not have any control over. That stings.
