Or you could just remove the subsidy.

Musk just crossed the line into "Lobbying Scumbag" in my opinion.

He wants electricity because his company produces electric vehicles. He has not addressed how that electricity will be produced. In comments where he promotes alternative production methods, he describes highly monopolistic practices.

While I do not support subsidies to oil companies, I do recognize that many people in the western world still live in place that do not have electrical delivery. Petroleum is the most effecient way to get power to people in these regions.

The answer to improper subsidies is not more subsidies.

This article smacks of a corporation trying to line its pocket book with money from the public purse (my personal crusade).
