During the FLQ crisis, the RCMP planted explosive devices in an attempt to frame them.

During the Webo Ludwig investigation, the RCMP detonated explosives in an attempt to frame him.

So I am not surprised to find the RCMP used 240 officers over 5 months to build some bombs and convince a couple to plant them.

I know some RCMP officers, and they spend a lot of time "community building". These are the street level officers that drive around in cruisers (or small aircraft in one case) resolving disputes and keeping the peace.

Unfortunately, it seems every time a government (internationally) puts a task force in place they have the attitude "I know their guilty, I just can't prove it". This leads to some dodgy actions to manufacture evidence.

The RCMP seem to have a long history of doing just that.
