Again, not all Obama's fault. He merely continued the evil trend. He definitely shares the blame, but he's not the origin for most of it.

I think you have hit on the key point, it isn't the person in power, but the inconsistency of the public's ire.

Nothing has changed in several election cycles, and really hasn't changed with this one. People's ire is misdirected at the person in the position, when it appears that the position itself is the root of the problem.
